White dust mailed to downtown San Diego courthouse deemed non-hazardous - The San Diego Union-Tribune

A white powder found inside an envelope mailed to the downtown San Diego Central Courthouse Wednesday afternoon, prompting evacuations and road closures, was determined not to be hazardous, authorities said Wednesday night.

At least two people were exposed to the unknown substance when a man opened the correspondence, addressed to the court’s legal staff, around 4:20 p.m. on the 10th floor of the courthouse, San Diego sheriff’s Lt. Chris Davis said.

“We don’t know exactly what the substance was, but some kind of powder came out of the envelope,” Davis said.

A hazardous materials team from the San Diego Fire-Rescue Department later determined the powder was “inert” and tested negative for explosives and biological hazards, according to Davis.

The envelope was opened in the area where the executive offices are located at the building on Union and West C streets, but was not addressed to a judge or the court’s executive officer, according to Karen Dalton, spokeswoman for the San Diego County Superior Court.

Davis said it was addressed to legal staff. He said authorities knew who sent the envelope, and that it appeared to be legitimate correspondence and contained no threats.

The Fire-Rescue Department’s hazardous materials team was seen going in and out of the courthouse several times throughout the evening. At one point, three members of the team, wearing partial face masks, could be seen apparently running tests on the substance near the front lobby of the courthouse.

Several floors of the courthouse were evacuated and San Diego police shut down Union Street between B and C streets until about 6:30 p.m.

By 6:45 p.m., the hazardous materials team had concluded that the substance did not pose a danger. Automated phone calls and text-message alerts were sent out to court employees and others informing them that there was no hazard and normal court operations would resume Thursday morning.
